A Council Bluffs man charged with felony theft was being held on $20,000 bond at the Pottawattamie County Jail Friday after police said they found him stealing tires from a skid loader at a construction site.

Bryan Chandler, 54, faces up to five years in jail if convicted. His next court hearing is Tuesday.

According to Council Bluffs Police, an officer was dispatched about 11 p.m. July 21 near East Hills Drive and Abercorn Drive for a report of a suspicious person.

According to the responding officer, Chandler was seen attempting to place a skid loader tire into the back of a pickup truck.

“I observed all four tires were off the skid loader and placed near his vehicle,” the officer said.

The loader was “precariously set” on the ground in a manner a contractor would not do it, the officer added, because of the damage it would cause to the machine.

The officer happened to know the owner of the construction equipment by name. When he approached Chandler, the officer asked what he was doing.

“Chandler stated he was told by his employer to take the tires off and take them to the shop,” the officer reported. So the officer asked Chandler who his employer was.

Chandler allegedly gave the wrong name.

“Chandler acted surprised and stated ‘Do I have the wrong house?’” the report reads. After handcuffing Chandler, the officer contacted the construction equipment’s owner and inquired if Chandler worked for him.

The owner said no.

Chandler told the officer he was sorry for attempting to steal the tires, which carry a value of $2,400, the report reads.
