The Council Bluffs Police Department has launched a new Criminal Trespass Program to help property owners address trespassing and help officers respond more efficiently.
The program allows eligible property owners to register their property with the Police Department, identify who is authorized to be there, and post Criminal Trespass signage. If officers are called to the property, they can use the information on file to determine whether someone is authorized to be there without first having to contact the property owner.
The idea for the program was brought forward by Council Member Cole Button last December. Police Chief Matt Davis was receptive to the idea, and Council Member Button and the Police Department have worked together over the past several months to develop the program.
The Council Bluffs Police Department worked closely with the city's IT Department to develop the online registration system and workflow in-house.

Who should register
The Criminal Trespass Program is for private property when it is not open to the public. Examples include:
- Vacant properties or homes being renovated
- Fenced business lots
- Storage areas
- Businesses after hours
- Other private properties with limited access
The program is not intended for public property or businesses during hours they are open to the public.
How the program works
Step 1: Enroll online and order signs
Register your property, list the people who are allowed to be there, and select the signs or stickers you would like to purchase.
Step 2: Visit the Council Bluffs Police Department
Bring your driver's license, proof of residency or ownership, and payment for any signs ordered. Your affidavit will be provided and notarized at the Police Department.
Step 3: Post your sign
A Criminal Trespass sign must be clearly posted on the property.
Step 4: Meet with an officer
A Police Area Representative (PAR) officer will contact you to check the signage and learn more about any concerns at the property.
Once the property is enrolled, officers responding to the location can quickly check who is authorized to be there. This can save officers from having to contact a property owner, including after hours, before addressing a trespassing situation.
Sign options
There is no fee to enroll in the Criminal Trespass Program. Participants are responsible for purchasing the required signage. The first 20 submissions will get a free poly-carb sign and a free sticker. The Council Bluffs Police Department offers:
